As of November 1, 2024, TCC has raised over $192,000 to finance dedicated efforts to oppose the Horse Heaven Wind and Solar Project. We have spent over $186,000 on legal fees ($153, 373) and expert witness fees ($33,011) to participate in the state EFSEC approval process, including the effective completion of the adjudication phase of this process.
Operating expenses for the organization are low. For 2024, $2,000 is estimated to cover costs for the website, email, mailbox and registration fees.
Tri-Cities CARES is all-volunteer organization and has no paid employees. The board members also donate personal money to cover extra items that prove helpful including digital geographic information software, web site memberships to Zoom and other sites, postage, office supplies and gas and travel to give field trips and tours of the site to media, professionals, and visiting legislators and officials.
We have developed and continue to maintain an active education and fundraising outreach to any and all possible parties and interest groups in the region.
On November 25, 2024, we filed a Petition for Judicial Review to the Thurston County Superior Court before the December 2, 2024 deadline. The petition will be reviewed and issues will be certified to the Washington Supreme Court. It will likely take one to two years to get a decision from the Court at an estimated cost of up to $200,000 for legal expenses and any additional expert witness or technical expenses needed. Donations are urgently needed to pay these costs of litigation.
Tri-Cities CARES is the only local non-governmental party with standing in this lawsuit.
